Pool Update

Hello, fellow Grove Park resident,

First and foremost, I hope that everyone is healthy and staying safe. Several people have inquired as to whether or not our pool will open this year and if so, when.

As most of you are aware, Governor Cooper has stated that pools could be reopened under Phase 2. However, the City of Durham has declared that no public pools will open this year and community pools are not allowed to open before June 1, 2020.

Your Grove Park Board of Directors have been working diligently as to coming up with a plan whereas we could potentially open our pool on a delayed schedule. However, numerous specific rules must be put in place as per recommendations from the CDC and requirements from our own state and local authorities before our pool can open. I will highlight some below to provide you with a better understanding of why our potential pool opening is being delayed.

They are as follows:

  • We must hire trained attendants that are willing and able to work under pandemic conditions.

  • We are required to limit the capacity in the pool to no more than 50%. There are separate numbers for folks actually in the pool and individuals on the pool deck. We must ensure that we don't exceed our maximum occupancy at any time.

  • Make sure that adequate supplies to support healthy hygiene are available. These supplies must include hand sanitizer, paper towels, tissues, and sanitizer wipes.

  • Monitor social distancing and make sure it is maintained. In other words, families staying together and not lingering throughout the pool area. Consequently, we have to change the way individuals are allowed to relax on our deck.

  • Implementing procedures for frequent cleaning and disinfecting. Included are handrails, door handles, gate opener, surfaces of restrooms, handwashing stations, paper towel dispensers, and sink handles.

  • Monitoring activities among individuals to discourage them from sharing items that come in close contact with the face such as goggles, nose clips, and other pool items.

  • There is also the potential that we may choose to close the pool during certain times of the day to allow for disinfecting. Also, the possibility of having the pool only open on certain days of the week. In other words, a reduced schedule for pool availability.

These are just a few of the things we must be able to manage to open our pool. Unless something changes by our local and state leaders, our current plans are to open the pool during the beginning of Phase 3, which would be the week of June 22, 2020. We feel that this amount of time is required to give us a better understanding of how things are proceeding and the ability to resolve any potential exposures.

We understand that some of you may be disappointed with this plan. Bottom line, we had two choices. Some robust discussions were involved in both decisions. We had the option of keeping the pool closed all summer, or do everything we possibly could to open the pool.

It is essential to us that we do everything we possibly can to protect our residents while at the same time following the state and local guidelines and allowing you to enjoy some of our most prized amenities during these most difficult times.

Lastly, if we can open our pool as proposed, we have agreed to extend our pool season to make up for some of the time that you are losing at the beginning.

Dear Grove Park Residents,

We hope everyone is doing as well as can be expected during these most difficult times. When this virus outbreak started, we promised to keep you updated on any safeguards we would put in place for our community.

On Sunday evening, the Grove Park Board of Directors held an emergency meeting to determine our next steps in keeping the community safe during the Coronavirus outbreak.

The following is what we decided:

Effective today, March 23, 2020, we will be shutting down the basketball courts, tennis courts, and playground area. We are very concerned about the health and well-being of our residents gathering in groups. The access to the courts will be deactivated and they will be chain locked until further notice. Anyone caught climbing over the fence to gain access will be considered as trespassing and could potentially be charged with a crime. This is a very difficult decision, but these are extraordinary times that require extreme caution.

We will continue to monitor the current environment and make adjustments as they become necessary. If any additional adjustments are required, we will notify you.

We encourage our homeowners to continue to maintain their property as best they can during these difficult times without creating any personal hardships. We also encourage you to call the office with any questions you may have.

The following update pertains to the Grove Park Lake Dredging Project:

Unfortunately, the project is not proceeding forward as rapidly as we would like, but this is due to events that are out of the control of the Grove Park, the dredging contractor, and the engineering team. We depend on multiple state and local government agencies to provide us with the appropriate permits to move forward. All of the proper documentation on our part has been submitted, and we are waiting to hear back from the Durham city/county officials that control the permit approval process.

Last Tuesday, December 10, 2019, we submitted the paperwork for the final permit. At the time of submittal, we were informed that there would be a 15-20 day review and approval process. We are aggressively trying to get this time reduced. However, we have to be realistic and consider that the entire 20 day period may be required. We understand that some of our homeowners may be a bit frustrated because of the amount of time this project is taking. However, once the dredging is finished, we feel very confident that over time very significant improvements to the lake will be quite noticeable.

Fountain:

The Fountain is temporarily shut down due to the lake dredging project.テづづつ It will be turned back on after the work has been completed which is scheduled for the end of 2019.

The analysis of the violations report for the past five years has been completed. We apologize for the lateness of this reporting but wanted to make certain that a very thorough and in-depth analysis of the data was completed.
